I have just checked the website and while the cut off date was reported as at the end of February, it does say...

We’re very happy with the response to take part in the parade but still have spaces available, please submit your registration forms no later than 22/03/2018.

All that registered prior to 28/02/2018 are guaranteed a place in the parade
